International Strategic Advisor
【2022】
・Name:Dr. Johnathan Kool
・Affiliation:Australian Antarctic Division, Australian Antarctic Data Centre Manager
・Visiting period:September 25 – October 22, 2022
We invited Dr. Johnathan Kool, manager of the Australian Antarctic Data Centre in Australian Antarctic Division, as an international strategic advisor under the ROIS strategic program in 2022. During his stay, we had various meetings and discussions, and received precious advice and suggestion from him.

SCAR Standing Committee on Antarctic Data Management (SCADM)
The Scientific Committee on Antarctic Research (SCAR), which is under the International Science Council (ISC), has established the Standing Committee on Antarctic Data Management (SCADM) to discuss data management and publication in the Antarctic region and exchange opinions and information regarding data-related activities in polar regions. SCADM has developed a data policy called the Data and Information Management Strategy (DIMS) of SCAR. SCADM also requests that each country involved in Antarctic observations should establish a National Antarctic Data Center (NADC), which serves as a gateway for the publication and utilization of data acquired in the Antarctic region. In addition to holding face-to-face meetings once a year, including at the SCAR General Meeting held every two years, SCADM conducts frequent online meetings called SCRUM (e.g. 11 times in the 2022 fiscal year) to facilitate close information exchange.

The Polar Environment Data Science Center (PEDSC) of ROIS-DS is positioned as the National Antarctic Data Center (NADC) in Japan, and frequently participates in the SCADM related activities. As a part of NADC's activities, the PEDSC publishes information (metadata) on observation and data obtained from both polar regions in Japanese related activities through its own portal site, such as the Polar Science Database (http://scidbase.nipr.ac.jp/). The information registered there is also simultaneously registered in the Antarctic Master Directory (AMD) and Arctic Master Directory within the Global Change Master Directory (GCMD) of the National Aeronautics and Space Administration (NASA). The AMD/GCMD aggregates metadata from SCADM related countries, which is useful for data sharing and mutual utilization.

As the related activities, SCADM collaborates with the International Arctic Science Committee (IASC) under ISC and the World Data System (WDS), and has been continuously holding international symposiums (Polar Data Forum; PDF) related to polar data since 2013. The PEDSC (including its predecessor, the Polar Data Center; PDC) has been involved in organizing and operating the PDFs since the first symposium (held in 2013 at the National Museum of Nature and Science in Tokyo).
